Overview
Founded in 1979, Community Living, Inc. (CLI) is a nonprofit organization based in Frederick, Maryland, dedicated to helping adults with intellectual and developmental disabilities live their lives to the fullest.
CLI provides a wide range of services including residential group homes, vocational and day programs, community-supported living, and retirement enrichment programs.
With more than 200 employees supporting over 150 clients, CLI’s mission is built on respect, inclusion, and empowerment
Helping each individual build skills, maintain independence, and thrive in their communities. Stability of staffing is critical to their model, as long-term relationships between caregivers and clients foster trust, comfort, and continuity.
The Challenge
Managing payroll for a nonprofit like CLI is uniquely complex. Their workforce is a mix of full-time, part-time, and volunteer staff with highly variable schedules. Employees often work overtime, unusual shifts, and in specialized roles such as house managers, who live onsite from Monday through Friday, and weekend leads, who provide essential weekend coverage.
CLI also utilizes monthly bonuses in lieu of raises to incentivize retention and recognize good work—a practice that requires extra payroll customization and oversight. Because of the sensitivity of their clients, retaining familiar staff is essential, making accurate, timely compensation a critical part of employee satisfaction and retention.
Compliance is a constant demand. The state requires comprehensive monthly audits, ensuring every labor hour is matched correctly to client IDs. For CLI, this meant they needed a system that could track time by client, integrate with their general ledger, and generate detailed compliance and audit reports. Training and certifications added another layer of complexity, as staff are required to complete ongoing education and monthly refreshers to maintain compliance.
